Work up through the structure and check for a way in from above or from an adjoining position. The exact approach depends on where you arrive and what movement options you have, so avoid committing to one route before checking the building's exterior. Once inside, look for the desk terminal and interact with it to access the foreman's digital logbook.
That interaction is the objective. Finding the apartment or picking through its rooms won't advance the quest on its own. After the logbook registers, leave the building and extract from Buried City; the Dam Battlegrounds objective requires a separate deployment.
What should you do before leaving Buried City?
